Council Makes Changes to Blacksburg Town Charter Print E-mail
by David Grimes
Blacksburg Town Council approved four amendments to its town charter, including changing its town council election dates from May to November of odd-numbered years, during its monthly meeting Tuesday night.

The four amendment changes included the switch in town election dates from May to November in odd-numbered years with those being elected taking office in January; the second amendment change deals with making it clear that compensation shall be provided for what is called for by state law; the third change dealt with procedures in filling vacancies and the fourth change dealt with expanding the town’s authority concerning civil and criminal penalties.

Council also approved Resolution 11-H-08, which is a resolution establishing fees for town facilities, and approved a parade permit for the Frosty 5K Run/Walk to be held on Sunday, Dec. 7 from 10 a.m. to 3 p.m.

During citizen comments, a resident thanked council concerning the improvements of the fitness center at the Blacksburg Community Center.

Council also heard a presentation by members of Sustainable Blacksburg concerning a Downtown Recycling Refuse Program. In addition, council approved Resolution 11-I-08, which is a resolution supporting a Safe Routes To School grant application for Gilbert Linkous Elementary School and Blacksburg New School.

Blacksburg Town Council will hold a work session on Dec. 2 at the police department training room starting at 11 a.m.

Blacksburg Charter; Adjoining Area Practices
written by Democracy Fan, November 26, 2008
Thanks, EverythingNRV/Mr. Grimes! It is pleasing to be updated, concisely, about such important measures as those that relate to 'fair' election practices. NO more 'status- quo,' 'pro' block-voting facilitation!

Convenience, logic, 'green' voting methods (saving resources). A 'hidden' agenda; 50's era 'Poll Tax' has virtually been imposed upon the public, due to too many election venues; IT'S OVER! Wise citizens are taking charge, rather than being 'charged.'

Christiansburg's residents are being 'charged,' via higher taxation and suppression of logic. Stable taxation costs were quoted, in several media outlets, as being a benefit of the growth of Christiansburg, from retailers' expansions, to housing growth. 'Bedroom' and retailing communities, as Christiansburg has become, apparently don't 'hold their own.' Property taxes have risen, at a higher rate than the tax-intake.

Oh, sure, Senior citizens, for example, 'get a break.' However, all home-owners 'need a break!'
Tax rates were 'lowered,' as appraisals of property soared. I know of one townhome (several years old) owner's appraisal that is higher than the exact NEW unit, across the street. There's going to be a lot of 'appeals!' The current practices are nearing criminality, artificially bloating tax coffers.

Are we really supposed to pay for the increased policing of retail sites, which contribute to the tax-base? Over 70 police personnel for a town, such as Christiansburg...is that feasible? NO wonder that so many officers are on-duty that they set 'traps,' such as at the very oddly configured Cambria intersection, whereas an officer, in a motor-running $40k car, waits for someone to make a 'rolling stop?' Atrocious.

How about real 'crime stoppers?' Those are the ones that I appreciate, those that risk their lives, for the good of all. I much appreciate their vocation, but not all of the current personnel. Some have the demeanor of 'thugs.' Example: trespassing: call the C'town police; 'it's OK..the builder IS going to be there (do what they want)!'..NO kidding! Violations ignored, as intimidation by the high-level officer, backed by a cigarette-smoking 'Barney' has his hand on his gun. Actually, rather amusing, but very pitiful.
It's intertwined: political suppression, high taxes, excess personnel, non-professional actions and reactions by elected and 'hired guns.'

I'm pleased that Blacksburg Council concurred that the system is 'for the people, by the people,' as some neighboring governments fight Democracy.

How dare some, such as certain Christiansburg Town Council members, fight fairness!

Henry Showalter has, with the help of citizens and citizen-groups, led the movement in Christiansburg to clone the process. He touted the concept BEFORE he was elected; it was part of his platform. Yes, unlike many, he actually had a platform, and made it public. It should be a 'done deal.' I pray that the fearless, power-hungry, self-admitted 'politicians' practices are overcome. It will benefit everyone. Anytime that $50+ MILLION budgets are'in-play,' let alone the quality of life for the citizens, 'power-mongers' and 'control freaks' continue to fight what is right; it is sad. Very sad. NO one on Christiansburg's Council has retracted their anti-movement opinions. In particular, Michael Barber. I think he's a nice guy. He's NOT 'what' is needed, RE: public administration. What is he? He is at the forefront of the 'anti' movement.

Your notice, after the initial article about the delivery of the petition (yes, Christiansburg had to be petitioned by thousands), is appreciated. Change, for the good, is on the way!

Again, Thanks!
