A resolution approving the town pay plan for the 2008-09 Fiscal Year was just one of the many items approved at Tuesday night’s Blacksburg Town Council meeting. The pay plan, which was approved unanimously, also calls for a two (2) percent Cost of Living increase for all town employees. Click here to see the complete Town of Blacksburg Pay Plan. Town council also approved two parade permits, one for the annual July 4th Parade, which will run from 2 p.m. to 3 p.m. on the Fourth and the second permit was for the Rogues Racing Team Bike Race, which will be held from 7 a.m. to 7 p.m. on Sunday, July 6. Council also approved the town manager to sign two agreements, one for a Construction Agreement with Donald L. Branscome, Inc. for the Various Intersections Improvement Project and the second one being an Agreement with McDonough Bolyard Peck, Inc. for Construction Management Services for the Various Intersections Improvement Project. Last night’s meeting did not have any public hearings on its agenda. Several residents took the opportunity to address council during its citizen’s comment section. One resident voiced her concern about the wrong dates on a public meeting, while another one said that the Blacksburg Comprehensive Plan has flaws in it. In addition, three citizens voiced their concerns about the proposed Harding Avenue Project. Those concerns centered around traffic, impact on the Harding Avenue Elem. School, type/amount of housing, and storm water runoffs. Council also made appoints to the Blacksburg Museum Advisory Committee, Blacksburg Planning Commission, Cemetery Trusteee Advisory Committee, Greenway/Bike/Corridor Advisory Committee, New River Valley Development Corporation, New River Valley Planning District Commission, Recreation Advisory Board and Utilities Advisory Committee. Outgoing councilman Paul Lancaster, who was sitting in his last meeting as a council member, thanked those for supporting him during his term, as well as discussing several items, which still need to be completed in the Town of Blacksburg. Last night’s meeting was also the last one for outgoing councilwoman Mary Holliman, who along with Lancaster, were not re-elected to another term.
