The Montgomery County Board of Supervisors entered into an agreement Monday night to purchase two parcels of land in downtown Christiansburg from Roger W. Woody and Roger W. Woody t/a Showcase Home Builders. The purchase is related to the new Courthouse, Public Safety Building and Jail renovation project.
The purchase price for the two parcels is $884,000, which will be paid partially by cash from the purchaser and partially by a gift from the seller to the purchaser. Both parties agreed that cash portion of the purchase price will be $600,000 and the gift portion of the purchase price will be $284,000. In the purchase agreement, both parties acknowledge that the property was used in the past as a gasoline station. A copy of a letter dated Jan. 23, 1998 from the Department of Environmental Quality to the seller states that the petroleum contamination levels at this site do not warrant further assessment or abatement measures. The two parcels of land are located at # 9 and #11 Roanoke Street, the area of Roanoke Street and First Street, where the old Quality Tire Company was located. One of the parcels of land contains 0.358 acres and is recorded in the Montgomery County Deed Book 981, page 205, while the other parcel includes 0.162 acres and recorded in Deed Book 682, page 253. The closing of the sale is scheduled on or before November 10, 2008, or sooner is agreed upon by both parties.

If it smells fishy, it typically is. When the areas biggest developer is selling to the county, over the assessed value, AND getting credit for a gift... It would seem that the developer stands to benefit in many ways. 1- getting more money for something than it is worth, 2- the developer is given credit for his "Gift" thereby implying he is doing the county a favor. 3- Due to #2, being "owed a favor" by the county at some point in the future. Seems the "Good Ole' Boy Network" is alive and well in Montgomery County. Perhaps the board of supervisors missed the details on this one because they were out shoe shopping again.

Earlier this year the supervisors agreed to a plan for a new courthouse and parking lot that did NOT include a need for additional land. So what happened and why are they paying a premium to one of the areas largest developers? At full value, this represents 2.24% over assessment, and at cash value this represents 1.52% over assessment.
