A proposed boundary line adjustment was the hot topic at Monday night’s Montgomery County Board of Supervisors meeting. Blacksburg Town Officials presented a plan to the BOS concerning adjusting the boundary line on the Poff property, which is located on Harding Avenue. In the presentation, which lasted for close to 90 minutes, the Town of Blacksburg wants to build affordable housing on the property. Fifty percent of the units will be below the 80 percent of AMI and preference for the households will be given to those that live or work in Montgomery County. The BOS also a approved a resolution requesting the Governor and the General Assembly to enact a Transportation Funding Package during the upcoming Special Session on Transportation, which is scheduled for June 23. The BOS also compensated Hal Castleberry $350 for the loss of livestock. On April 29, 2008, an animal attacked and killed two goats and one sheep belonging to him. The BOS appropriated $156,507271 to its 2008-09 FY Budget. They also, as part of the FY 09 Budget Process, approved using $2,627,420 in anticipated windfall revenues for the use on one-time items that could not be funded during the development of the FY 09 Budget. Included in this amount was $1,000,000 for a Rainy Day Fund and $208,105 for a fuel reserve. The BOS also authorized County Administrator Clay Goodman to proceed with Phase II of the Blacksburg/Christiansburg/VPI Water Authority Joinder Study. While there were about 10 people in the audience sporting their black “No Intermodal Port” T-shirts, only one person with the group addressed the Board during the public address and she spoke out against the proposed Intermodal Port site being located in Elliston. The BOS also went into a rare closed session at the end of its meeting to discuss the Montgomery County Technology Manufacturing Building and discussion of acquisition of property concerning the Montgomery County Government Center.

The old CW Poff property is in a flood plain and is over priced before remediation of potentially hazardous wastes. With the existing courthouse being converted to a Public Safety Building, there isn't room for county IT functions? With half of the existing county government center empty and no longer needed for swing space during construction of the new courthouse (which has all the land it needs already), there isn't room for both IT and/or school administrative offices as discussed at the turn of the new century? Go ahead and acquire for future needs but don't state the Poff property is a good deal (price or how situated or what surprises may come with it).

"Rare" closed meet?...oh well; some know the probable purpose the government center land-acquistion: the property very near the center; the old C.W. Poff Construction property. I'm for acquiring it; it's a nice parcel of land that would serve the center, but also is adjacent to the Kiwannis sports fields; unlimited potential, a fairly large parcel.
