| Montgomery County BOS Approves $156 Million Budget |

The Montgomery County Board of Supervisors approved its FY 2008-2009 county budget of $156 million on a slim 4-3 vote Monday night.
The BOS was presented three different plans on how they might choose to spend the money, and voted to enact a plan that included a 5.5 percent average pay raise for county and school employees. The two other plans had compensation plans for employees of 6.2 percent and 6.9 percent, respectively.
A total budget of $156,507,271for FY 2008-09 was approved and it includes a one-time windfall spending of $2,627,420.
Items listed in the windfall spending included Joinder Study ($226,950), Gypsy Moth ($50,385), Waste Containers ($31,000), MDT’s ($110,000), Rainy Day Fund ($1,000,000), Fuel Reserve ($208,105), Fire & Rescue = total of $1.1 million ($400,000), Roads ($500,000) One time S’s for Brain Injury ($1,000) and Parks and Rec. ($100,000).
Voting for the budget were John A. Muffo, Doug Marrs, Gary Creed and James Politis. Voting against the new budget were Mary Biggs, William Brown and Annette Perkins.
No one spoke out about the budget during public comments.
In its April 14th meeting, the BOS approved the real estate tax rate of 71 cents per $100 assessed value. The resolution also set the tangible personal property tax rate at $2.45, machinery and tools at $1.82 and merchants capital at $3.05; all are levied per $100 assessed valuation.
Public Hearings were also held concerning an proposed ordinance amending the B-3 voting precient; a rezoning request by Rhondy L. Martin and Margene Ward Martin for rezoning approximately 18.1325 acres from Agriculture (A-1) to Rural Residential (RR) to build six single-family detached lots; a rezoning request by Reese Family Limited Partnership for rezoning approximately 227.65 acres from Agriculture (A-1) to Rural Residential (RR) to build 67 single-family detached lots; an amendment to the Comprehensive Plan Map by Knollwood Development to change the policy map designation from Rural to Urban for a parcel located on the east side of the 500 block of Cinnabar Road and adjacent to the north side of the Norfolk Southern railroad; and an amendment to the Comprehensive Plan Map by Linda S. Caldwell to change the policy map designation from Village Medium Density Residential to Village Mixed Use for parcel(s) located on the north and south side of the 3500 and the eastern half of the 3600 block of Peppers Ferry Road and the 4400 block of Bradford Lane inclusive.
The BOS approved a Resolution to establish Health Savings Account for Employee Health Insurance; a Resolution Authorizing the Montgomery County Public Schools to lease property behind the new Blacksburg Stadium for farming; a Resolution Proclaiming May 11 to may 17, 2008 as National Police Week; a Resolution of Appreciation for Washington County for their help and assistance in the recent trial regarding Security Officer Derrick McFarland and Montgomery County Deputy Cpl. Eric McFarland.
There was also a closed meeting in which discussions included the Prices Fork Elementary School Site, the Courthouse Project, the Norfolk Southern Intermodal Facility, the Community Services Board and CPMT.
